Municipal & Public Finance

Burak Anderson & Melloni, PLC has a long history of working with municipal entities in matters relating to local government, tax assessments, public finance, eminent domain and zoning and planning.  The Firm takes particular pride in being called upon by towns and cities to serve as special counsel on complex projects involving solid waste management, environmental laws, financing of industrial development projects and tax assessments and appeals for unique properties.

 

As part of its public finance practice, Burak Anderson & Melloni serves as bond counsel to Vermont cities, towns, school districts and fire districts.  The attorneys have worked with clients in the financing of colleges, libraries, water and wastewater facilities, solid waste management projects, public power projects, hospitals, affordable housing, nursing homes and other health care facilities.

 

The Firm also represents several towns in the determination of real property taxes for unique properties, including hydroelectric facilities.  This need calls upon the Firm’s strengths in the area of municipal law, real estate and electric utility regulation.

 

The field of solid waste management has undergone significant changes over the last few years in the manner and way solid waste is handled and regulated and the ways in which solid waste management facilities are financed.  The Firm has been active in the field, working with clients on the siting and financing of landfills and material recovery facilities (MRFs), permitting for waste management facilities and drafting waste management ordinances and regulations.

 

Our attorneys have advised municipal clients on matters relating to governance, board and staff authority, and the application of Vermont’s Open Meeting and Public Access laws.  Our experience representing municipal entities has been of additional service to business clients when they work with municipal entities in the pursuit of real estate development, contract and lease negotiations, and eminent domain proceedings.
