The 1991 subdivision permit and its conditions cannot now be challenged, as the permit was not appealed. Therefore, even through the definition of "lot" as contiguous land means that Lot 1 would have qualified as three existing lots because it is divided by a highway and a river, the terms of the unappealed permit now require it to undergo major subdivision review for the three parcels to be separately transferred or developed.
