Town zoning regulations do not allow for expansion to pre-existing non-complying structure. Thus, any expansion of non-complying structure would require a variance, regardless of whether the use is allowed as a permitted or conditional use in the particular zoning district and regardless of whether the proposed addition was complying as to setbacks. Existing small lot provisions only guarantee that undersized lot may be developed at all for a reasonable economic use. The provisions do not guarantee indefinite expansion of uses on undersized lots. Court is limited by definitions in the zoning regulations. To qualify for a variance, appellant must meet all five requirements of the zoning regulations.
