Thomas Melloni heads up Burak Anderson & Melloni’s Banking & Finance, Municipal Law & Public Finance Practice Groups. 


Thomas’ primary areas of practice currently include business law, commercial lending, contract law and public finance.  Thomas has represented banks, corporations, partnerships and municipalities in connection with their business activities in Vermont.  Thomas regularly works with banks and private financiers in connection with secured lending activities throughout New England, including lines of credit, equipment leasing and real estate development.  He has been actively involved in many significant construction and development projects, including hydroelectric facilities, condominium developments, shopping centers and multi-use public projects.


As part of the Firm’s Municipal & Public Finance practice, Thomas serves as bond counsel to Vermont cities, towns, school districts and fire districts.  He has been involved in financings for colleges, libraries, water and wastewater facilities, solid waste management projects, public power projects, hospitals, nursing homes and other health care facilities, as well as affordable housing projects.  The Firm has also represented underwriters in numerous public offerings of municipal bonds, as well as banks and bond insurance companies providing credit enhancement or liquidity to municipal bond issuances. 

 

Thomas and the Firm are listed as a nationally recognized municipal bond attorney in The Bond Buyer's Municipal Marketplace.  Thomas co-authored the chapter on planning in Vermont in State & Regional Comprehensive Planning, published in 1993 by the American Bar Association, and has served on the ABA UCC Article 9 Task Force for the State of Vermont.  He is admitted to practice in the state and federal courts of Vermont, in the state courts of New York and the United States Supreme Court.  Thomas was selected for inclusion in Best Lawyers in America in 2011 in the areas of Banking Law and Public Finance.

 

Thomas is a graduate of the University of Vermont and Fordham University School of Law.  After graduating from law school, he was an associate at Mudge Rose Guthrie Alexander & Ferdon in New York City, practicing in the areas of corporate and municipal finance. 

 

Thomas is actively involved in numerous community service organizations, including the Burlington Rotary Club and ReSource and has served through appointment on several public panels for the City of Burlington.
